What is the guideline?

1194.22(c): Web pages shall be designed so that all information conveyed with color is also available without color, for example from context or markup.

What is the problem?

Some people are unable to perceive color accurately or are not able to distinguish colors at all. Make sure that there is sufficient contrast between the text color and background color.
